Swiss Social Democrats step up the referendum campaign against the EFTA–Mercosur FTA; Fribourg votes on 11 November

On 5 November SP Schweiz published a signature appeal ('No tariff discount for Mercosur') arguing that lower tariffs on beef and soy would fuel Amazon deforestation; it gives no signature count or deadline. Fribourg's Grand Council takes up a motion for a cantonal referendum against the agreement on 11 November, which the cantonal government recommends rejecting. For Brazil the FTA already applies with Iceland and Norway, while application with Switzerland awaits its domestic procedure.

Why it matters for LIDE membersA likely popular vote would delay Swiss tariff benefits for Brazilian exporters and Swiss investors, and the corridor's business case will need public advocates.

Lula backs fiscal discipline but puts off concrete measures until after his 9–16 November trip

Lula met ministers and economists at the Alvorada on 5 November without announcing measures; Finance Minister Dario Durigan called it a first diagnosis and said the market and civil society will be consulted. Lula said 'nobody will invest in a totally disorderly economy'. His pre-recorded national address airs on Sunday 8 November, but the package is now expected only after his trip to COP31 in Turkey and the Philippines (9–16 November); wider budget-freezing powers are among the options.

Why it matters for LIDE membersThe 8 November address now looks like tone-setting only, so the real and Brazilian assets stay exposed to fiscal uncertainty for at least ten more days.

After the Copom hold, the yield curve stops pricing cuts and now implies Selic hikes in 2027

Reuters reports that the curve now implies 25bp hikes at each of the first three Copom meetings of 2027, after the BCB raised its 18-month inflation forecast to 3.5% against a 3% target. Itaú cut its 2027 GDP forecast to 0.5% from 1.2% and raised its 2027 inflation forecast to 6.1%, while Goldman sees no change before Q2 2028. MP 1.399/2026 sets Brazil's 2027 Selective Tax rates, the 'sin tax' of the IBS/CBS reform

The provisional measure, published on 4 November and detailed by the Finance Ministry and Senate on 5 November, sets 2027 rates for tobacco, alcohol, sugary drinks, vehicles, aircraft and vessels that broadly mirror current IPI levels. Vehicles carry base rates of 3.9% to 6.3% with sustainability adjustments, mineral extraction is zero-rated until end-2027 and lotteries pay 0.5%. Collection starts in February 2027; any extra revenue lowers the CBS reference rate, and permanent rates are due in a bill by 31 May 2027.

Federal Tax Administration: Switzerland's richest 1% hold 45.9% of taxable wealth

The ESTV published direct federal tax statistics for tax year 2023 and new wealth-distribution analyses on 5 November. The top 1% held 45.9% of taxable wealth, close to the two prior years, and average taxable net wealth was about CHF 459,000. Concentration changed little in most cantons, falling in Basel-Stadt and rising in Geneva.

Why it matters for LIDE membersThe data feeds the Swiss debate on wealth and inheritance taxation, followed closely by HNWIs and family offices relocating to Switzerland.

China blocks SoftBank's USD 5.4bn takeover of ABB Robotics

ABB said on 5 November that China's foreign-investment security review has prohibited the sale of its robotics division to SoftBank, agreed in October 2025 at an enterprise value of about USD 5.4bn and already cleared by the European Commission. China is the division's largest market, with more than 90% of robots for Chinese customers built locally, which puts the carve-out in doubt. ABB says it is working constructively with the authorities and has not set out an alternative.

Suzano reported 3Q26 net revenue of R$16.5bn (+36% year on year), adjusted EBITDA of R$5.7bn and net income of R$2.1bn after market close on 5 November. Ascenty builds its own R$200m power line as the grid becomes Brazil's data-centre bottleneck

At DCD Connect Brasil, Ascenty said it is investing R$200m in a 35 km line to its own substation in Sumaré (SP) to supply a data centre, and asked for the self-build option it used in distribution to be allowed in transmission too. A data centre takes about 18 months to build, but grid works can take 4–5 years, and new AI projects need 100–150 MW connections.

Why it matters for LIDE membersGrid access, more than tax incentives, is becoming the binding constraint on Brazil's data-centre case, opening room for private transmission and energy investors.

Brazil's data protection authority ANPD turns six without a president as AI enforcement grows

The ANPD published an 85-page report on its 2020–2026 work: staff grew from 77 in 2021 to 412, and incident reports rose 31.8% year on year. Its presidency is vacant and a successor needs presidential nomination and Senate approval.
